Congressman Harris Applauds House Passage of Continuing Resolution to Prevent Another Democratic Shutdown

WASHINGTON, D.C. — Tonight, Congressman Mark Harris (NC-08) applauded House passage of H.R. 9770, the Continuing Appropriations Act, 2027. The legislation would continue federal funding through December 4, 2026, while Congress completes work on the full-year FY2027 appropriations bills.

“Americans cannot afford another manufactured Democratic shutdown,” said Congressman Harris. “Tonight, nearly every House Democrat went on the record as the party of chaos, putting political games ahead of the American people. This was a clean, straightforward continuing resolution to keep the government open beyond the September 30 funding deadline and ensure that the paychecks, benefits, and essential services hardworking Americans rely on are not held hostage once again.

“House Republicans are doing our job. This short-term extension keeps the government operating while we continue working to pass responsible, full-year appropriations bills and advance President Trump’s America First agenda. The Senate must now act quickly and send this legislation to the President’s desk.”

BACKGROUND:

• H.R. 9770 passed the House by a vote of 220–205, with 213 Republicans and six Democrats voting in favor.
   
• This Congress, Democrats have repeatedly used government funding deadlines to hold the American people hostage to their partisan demands, resulting in a 43-day government shutdown, a four-day partial shutdown, and a 75-day shutdown of the Department of Homeland Security. H.R. 9770 acts early to prevent another manufactured funding crisis and protect the American people from further disruption.
   
• The legislation maintains current funding for federal programs and does not allow agencies to begin most new programs or expand existing activities during the continuing resolution.
   
• H.R. 9770 also protects essential services and programs, including disaster response, wildfire suppression, WIC, SNAP, TANF, flood insurance, small-business lending, and assistance for low-income families.
   
• The House Appropriations Committee has advanced all 12 fiscal year 2027 funding bills.
